Latvians made a brave decision in choosing to keep changes to their citizenship law in the Oct. 3 referendum. While the clumsy wording of the question has taken off some of the sheen, one would like to believe that the vast majority of voters knew what they were doing, and realized its significance.Analyzing the vote, Paul Goble, who himself played a not so insignificant role in the outcome, said that now the hard work must really begin.
