A failed state

The recent demonstrations in Western Europe that took place last week describe the inability of social welfare systems to deal with a second wave of the financial crisis. But, at the same time, Latvia could be described as a failed state because the government cannot provide such levels of social benefits that would be sufficient for survival for many.
