Latvian Spartacus or political rebellion by Zatlers?

On May 28 Latvian President Valdis Zatlers called for the dissolution of Parliament (Saeima), a national referendum and new parliamentary elections. In his unpredicted and historical speech on Saturday night, Zatlers emphasized the necessity of being against the political manipulations of vested interests. He said  that deputies in Saeima [read: oligarchs] at this moment are more interested in their own interests, rather than in the national interests.In accordance with Article 48 of the Latvian Constitution, a national referendum must be held for citizens to vote on the issue ...
