Encouraging trade with the Spaniards

Any economist in the Baltics will agree that FDI (foreign direct investment) is essential to the economic prosperity of all three nations. Individuals such as Ramiro Sanchez, the commercial attaché for Spain, contribute to this realization and are invaluable towards its increasing implementation. While the crown lies heavy with such responsibility, he capably carries out the assignment, notably so as the youngest ever person to have such a position in Lithuania. Despite his young age, Sanchez is truly a rising star and has a glittering career ahead of him back in Spain once his term in Vilnius finishes. The Baltic Times sat down with Sanchez to get his views on, among other things, where Lithuanian-Spanish commercial relations are heading.

As commercial attache, what is your role?
The Spanish government has over 100 commercial offices worldwide, where the commercial attache of that location is posted for a variable period (from 2 up to 5 years). As head of the office in Lithuania, my role is fourfold. The first involves the promotion of exports, which includes the organization of trade missions and answering queries from Spanish businesses; the second covers investments into the country, with advice on the costs of establishment of operations and continued promotion of investment into local markets. The third lies with the dealing of local authorities and administrations when it comes to business-related activities. My final role is not so exciting, but an unquestionably essential part of my work – it consists of reports on macroeconomic policy in Lithuania.

How does one come to be a commercial attache?
Initially, one must pass a series of civil servant exams – which, let me tell you, are not easy! It requires years of preparation. However, once the exams are completed the candidate then becomes a civil servant for life. Initially work starts in Madrid, with the choice being given as to whether or not to take a posting abroad - I am actually part of the Ministry of Industry, Tourism and Trade, while diplomats (who belong to the Ministry of Foreign Affairs) are obligated to depart to a foreign post.

What was your motivation to choose the Baltics?
Obviously, I had the desire to go abroad, and I applied for all available posts, including Islamabad! I was, however, considered too young for any such postings. Through good fortune, though, my colleague, who was originally going to be head of the Lithuanian office, was taken ill, which allowed me to re-apply successfully. To be stationed within  the EU is especially privileged, [more] than, say Africa or Central America.

So far, what would you consider to be the proudest moment in your career?
It would undoubtedly be my passing of the civil servant exams, which took two years of preparation. The system itself is based on the French model, which means that after passing the exams, consisting of a complete knowledge of macroeconomics and fluency in two languages, one becomes a civil servant for life.

In contrast, what would you consider to be your greatest mistake?
A difficult question, for a person to not admit to any mistakes would mean they have learnt nothing so far. In my line of governmental work, however, making mistakes is very difficult as everything is thoroughly regulated. In retrospect, after my arrival in Lithuania I did experience a few ‘teething’ problems, mostly due to my lack of experience. Dealing with embassies initially was also challenging due to the diplomats’ application of diplomacy; in contrast, I always favor directness in conversation, which was not always so well received.

What is the current situation when it comes to Spanish investment into Lithuania?
Within the private sector, around 10 million euros have been invested so far into the country, consisting of two separate operations. The first is the purchase of an industry in Marijampole, by CIE Automotive – which has so far seen 5 million euros channeled into the project, with another 20 million euros projected for future investment. The second is an investment into a scrap metal plant in Klaipeda.
The current perception of Lithuania, by the majority of Spaniards, is that of a state similar to Russia, which is, unfortunately, mired by prejudice – this is also not helped by the lack of transport and communication between Lithuania and Spain. Within the public sector, however, the Spanish government is planning on purchasing 50 million euros of Carbon Credits from Lithuania. This will undoubtedly lead to improvement in Lithuanian infrastructure and, also, increased business cooperation between the two countries.

Due to this ‘knock-on effect,’ would it be likely to see an increase in Spanish tourism?
There are no considerable flows of Spanish tourists traveling to Lithuania. Presently the majority of Spanish tourism in Lithuania consists of cruises in the Baltic Sea. However, I do not see a large influx in the near future to be likely.

Concerning migration of Lithuanians to Spain, what would be your opinion on this subject?
Spain is actually the third most popular destination for Lithuanian labor migration. The majority of them go on to work in real estate, construction and tourism, or, in other words, in low value-added industries. This migration is, of course, not necessarily permanent, while it is undoubtedly beneficial to the Spanish economy as a whole.
Lithuanians are famous for both their language skills and ability to integrate. I also believe that the Catholic connection is undoubtedly also well received.

On the subject of foreign languages, what has been your experience when it comes to learning Lithuanian?
When I came here, I undertook the decision to enroll the services of a Lithuanian teacher upon my arrival, which has enabled me to become proficient in applying the language to my daily life.

What would you see to be the future of Spanish investment into Lithuania?
Despite not being an investment, the contract for the 328 million euro construction of a new power plant in Elektrenai has been awarded to a Spanish company (IBERDROLA) – thus opening the potential for new opportunities and an increased awareness of Lithuania. The penetration into the market by Indra, the largest IT company in Spain, which has won relevant tenders in Lithuania along with their recent opening of a new office in the country, no doubt means that there is more to come from them. Concerning future potential for investment, I would see renewable energy, logistics and car components’ companies as the main targets.
It must be noted, however, that due to the present stage of the economic cycle it is unlikely that such expansion will take place until the conditions improve.

How would you perceive the situation of the Spanish economy as a whole to be at this time?
It is interesting to notice that public debt and financial liabilities are actually higher in the U.S. and the UK than they are in Spain.
I would say, however, that nearly all of the European population face a bleak financial future over the next few years, in comparison with the previous decade of prosperity.

Given your occupation as commercial attache, you must work very hard. What do you like to do to relax?
I am a passionate runner and a member of a local running club, where I have had the privilege to meet a wonderful trainer, who is in fact 68 years old! I believe that exercise is integral to success in the business world and it is a great strengthening tool. I am also a regular participant in all three of the Baltic marathons. Also, being Spanish, I of course love to socialize with my friends.
The great thing about Vilnius is that it is possible to enjoy restaurants and bars at a reasonable price. My Lithuanian friends here have been wonderful. It will be very hard to say goodbye to them once my term expires in August.

Will you be sad to leave?
Without a doubt. I have grown to be very enamoured with the Lithuanian way of life and culture. I will definitely not, however, miss the Baltic weather! Being here for five years has certainly taught me to appreciate the weather in my hometown of Alicante.

Upon your departure, what will be your lasting impressions?
Lithuania is a hidden country, especially to my fellow countrymen. It is a place that has many wonderful things to offer that are completely different to my homeland, the contrast between the two has been wonderful to see, especially nature – which is the complete opposite to the arid region where I come from in Spain. Vilnius is also a truly hidden gem,  and an amazing place to live; while being the capital of a country it still has that rare ‘small-town’ feel.
