Now that the citizenship referendum is a reality, Latvians are faced with a clear choice about their country's future.In practical terms, the issues are not very pressing. The number of children covered by the new rules is small, while the windows system is redundant because so few non-citizens want to go through the process.Symbolically, however, this will be a watershed in the way the country sees itself and its place in the world.
