Moscow intrigues mean business as usual for Baltics

RIGA - Observers are guessing as to Russian President Boris Yeltsin's motives after he changed prime ministers for the fourth time in 18 months. However, there is widespread consensus that the latest Kremlin drama will have little impact on the Baltics.In an Aug. 9 television address, Yeltsin announced he was replacing Sergei Stepashin, who had served as prime minister just four months, with a former KGB agent and head of the post-Soviet National Security Service, Vladimir Putin.
