RIGA - The death by shootingof two police officers by a forester accused of bootlegging has raised questions about misuse of police authority.Acting on a tip that moonshine was available for sale at a farmhouse in rural Lazdukalns County in Eastern Latvia, three municipal police officers from the nearby town of Balvi, together with a national police lieutenant, went to the house to investigate the evening of May 10.
