Estonia has the flavor of a bipolar culture 's people identify themselves as either Russian or Estonian 's which has an influence on ethnic relations in Estonia.  I propose that interethnic relations can be improved by creating a "Unified Estonian National Character."Estonia 's like many other Western European, secular nations 's finds it difficult to establish commonly shared values that bond people together.
