The Republic of Latvia turned 90 this week. For a human being that is a very long time indeed, although in Latvia's case it could be argued that she is really only 42 or so, with the Soviet aberration not really counting. And yet for all of the rejoicing of the holiday, it bears keeping in mind that the Soviet period did count. Oh, how very much it counted!If Nov. 18 is a day for thankfulness in Latvia, Nov. 17 and Nov. 19 put us back where we have always been for the last several years -- with a government that seems to veer between incompetence and utter carelessness...
