I'm not sure what the law is in Lithuania but generally in Europe I THINK the test is whether the statements can be classified as "incitement to racial hatred" or something like that. If the comments pass that threshold, then yes he can be jailed. If not, then no. But because there is that possibility of passing the threshold, it has to at least be investigated.
On a different note, if this guy doesn't like blacks, he is in the wrong industry. If there is any worldwide sport dominated by black players, it's basketball!
