BERLIN – An annual report on drugs and drug addiction in the European Union struck a calm note Nov. 22, calling the situation "largely stable" and pointing to progress on the treatment of dangerous drug addiction.The study, released annually by the Lisbon-based European Monitoring Center for Drugs and Drug Addiction, illustrated just how different EU nations are from their formerly communist neighbors.
