During a recent meeting of American ambassadors to Baltic and Nordic countries,  U.S. Ambassador to Latvia Catherine Todd-Bailey sparked a wide array of reactions by making comments critical of the state of democracy in Latvia. Her comments came ahead of a highly anticipated speech the ambassador gave at the University of Latvia, in which she largely toned down her language but hinted at ongoing problems with the rule of law and transparency in the country.
