Russia's decision to unilaterally withdraw from the Conventional Forces in Europe Treaty is not as earth-shattering (read, Europe-shattering) as it sounds. First, President Vladimir Putin in fact declared the intention to do so as far back as three months ago. Second, defense analysts agree that the withdrawal does not signal an arms build-up in Europe 's certainly not in the short- or mid-term.
