With the end of the Cold War and bipolarity in international relations, new phenomena came to the limelight. A number of new states and regional organizations, let alone new problems and challenges, mushroomed in the international arena. The concept of security has also been changing ever since. The prevalence of Cold War "champion" - hard security 's faded away, and environmental, societal, economic and the latest international terrorism, energy and cyberspace issues expanded security agenda.
