Fifteen years of sacrifice and determination in reforming the Baltic states 's ultimately rewarded by NATO and EU membership 's have created an ad hoc market for the services of top Baltic economists and advisers. A new wave of transitional economies has materialized, and they are keen to solicit advice not from market theorists (as Russia once did to its misfortune), but from experienced specialists.
