VILNIUS - The presidents of Lithuania, Latvia, Estonia and Poland signed a joint communique on strengthening regional cooperation during a Vilnius meeting Nov. 6, placing special focus on infrastructure and energy issues. The communique of Valdas Adamkus, Vaira Vike-Freiberga, Toomas Hendrik Ilves and Lech Kaczynski emphasized the importance of strengthening the countries' voice in the European Union, NATO and other international organizations (see story Page 1).
