Tallinn as European Capital of Culture - what culture? Couldn't this be greed and corruption at the highest level?
The city's political parties name and shame each other over property/land deals weekly, yet their cars get bigger and their holidays abroad longer and more frequent. Who are these jokers kidding? Be honest, put your hand up and say, "Hey, this is who we are. We're never going to change our culture of stealing anything that's not nailed down."
