Representative John Shimkus is one of the few representatives in the U.S. Congress with Baltic heritage. He is the co-chair of the House Baltic Caucus and was the main catalyst behind Congress's recent declaration condemning communism and calling on Russia to acknowledge the occupation of the Baltic states.
