The European Commission was expected to release favorable progress reports about Latvia and Lithuania this week. That is certainly good news.These two Baltic countries have worked hard to join their neighbor, Estonia, at the European Union's negotiating table, and a positive report from Brussels should be an incentive to continue the reform process.But lest leaders get a little too optimistic, there is something that should be made clear. A positive progress report does not automatically ensure an invitation to membership talks, something both Riga and Vilnius are hoping for at the Helsinki...
