Local municipality elections are usually considered as second rank elections and usually analysts don’t pay much attention to them. However, the local elections in Estonia on October 15 might signal the end of one era and the beginning of another in Estonian party politics. Briefly, the era of Edgar Savisaar (the controversial former leader of the Estonian Centre Party) is about to end. That was an era characterized by the heated ethnic confrontation in Estonian politics and the undisputed dominance by one party – the right-wing neoliberal Reform Party.
