Latvia: electing and reelecting bad people

The local government election in Latvia is now over.  The big question in advance of it was whether other parties would manage to topple the coalition between the Harmony Party and the Honour to Serve Riga party that has been running the capital city for the past four years.  In the event, they came close, but no cigar.  Harmony/HSR ended up winning 32 of the 60 seats on the City Council, which is a small majority, but a majority nonetheless.  During the past four years, the coalition basically ignored the opposition altogether.  It was made up of the Unity Party an...
