TALLINN - The Estonian Ministry of Economic Affairs and Communications is analysing Sea Wolf Express’ plan to launch passenger carriage on the Tallinn-Helsinki route in autumn using a Russian ground effect vehicle called the ekranoplan.
It’s not clear at this point how to categorise the air-cushion vehicle, the ministry says.
“We cannot say at present what kind of a permit is required for carrying passengers with this type of vehicle,” public relations adviser at the ministry Mihkel Loide told BNS.
