TALLINN - Estonian MEP and former commander of the Estonian defense forces Riho Terras on a webcast of Postimees urged Estonia's prime minister and minister of foreign affairs to sound the alarm due to Belarus waging a hybrid war against Lithuania.

"The best way to do it would be in cooperation between ministers of the Baltic states while also including Poland, as the latter, too, has a border with Belarus. In order to discuss the situation, European foreign ministers should convene and it should be seriously weighed how to address this issue in NATO structures," he said.

Terras noted that a hybrid attack could also be mounted against Estonia. The foreign ministers of Estonia and Lithuania should made a proposal to invoke Article 4 of NATO's founding treaty, he added.

The former Estonian defense chief said that a discussion should also be held in the UN Security Council about the current convention on refugees and whether or not it may have become obsolete and require some changes.

"The Estonian foreign minister should propose to initiate changing the convention on refugees in the UN Security Council," he added.
