EC gives positive assessment of Latvia EUR 371 million RRF payment request

RIGA - The European Commission (EC) on Thursday positively assessed Latvia's fourth payment request for EUR 371 million from the Recovery and Resilience Facility (RRF), the EC Representation in Latvia informed LETA.

After examining the payment request, the EC found that Latvia had satisfactorily met the 24 milestones and 17 targets set out in the Council of the European Union (EU) Implementing Decision. The reforms and investments related to this payment request are expected to contribute to positive changes in the areas of energy efficiency, flood risk management, healthcare, digitalization and anti-money laundering, benefiting both citizens and businesses.

The underlying actions of this payment request include a modernized national early warning system that reduces the response time of emergency services, four new support programs to boost research and internationalization, a transparent healthcare remuneration model with standardized salary calculations, a modernized framework for cancer patient care with new methodological guidelines, as well as rules for energy communities and self-consumption that allow citizens to set up joint renewable energy projects.

Valdis Dombrovskis (New Unity), the EU Commissioner for Economy and Productivity, indicates that the EC has given a positive assessment of Latvia's fourth RRF payment request. In his opinion, the 41 achieved indicators demonstrate Latvia's significant progress in implementing RRF reforms and investments.

The EU commissioner explained that by using the EU funds, Latvia is addressing various issues of relevance to its citizens, such as improving access to affordable housing in the regions, enhancing the quality of health care and strengthening economic competitiveness.

The final decision on the disbursement of the EUR 371 million will be taken in the coming months and it is expected that the funding could be released in May. So far, Latvia has already received almost EUR 1.1 billion of the funds available under the RRF, which is a significant contribution to the country's economy and resilience, Dombrovskis said.

The EC has now sent its initial assessment of Latvia's compliance with the milestones and targets for this payment to the Council's Economic and Financial Committee (EFC), which has four weeks to deliver its opinion. The payment to Latvia can be made after the opinion of the EFC and the adoption of the EC's payment decision.

Latvia submitted its fourth request for payment on December 30, 2025. Latvia's recovery and resilience plan includes a range of investment and reform measures that support the objectives of the social, climate and digital transitions. The plan will be financed with EUR 1.9 billion.

With the EC's positive assessment, this payment request will increase the funds disbursed to Latvia under the RRF to EUR 1.46 billion, including the EUR 264 million pre-financing received in September 2021 and the EUR 135 million pre-financing under REPowerEU.

This corresponds to 74 percent of all funds foreseen in the Latvian plan and 69 percent of all milestones and targets of the plan have been delivered. With the closure of the Facility at the end of 2026, member states need to deliver all outstanding milestones and targets by August and submit their last payment requests by the end of September.
