Contract signed on construction of green hydrogen plant in Ventspils

RIGA - The Ventspils Freeport Administration has signed an agreement with PurpleGreen Energy C to start research works for the construction of a green hydrogen plant in Ventspils, representatives of the freeport informed LETA.

The contract was signed with PurpleGreen Energy C for granting of development rights on a ten-hectare plot of land at Zilgmes and Mauru Road 73, where the company plans to build a green hydrogen plant. The plant would also potentially produce products using green hydrogen as a raw material.

At the same time, the Freeport representatives explain that the conclusion of the contract starts the due diligence process. PurpleGreen Energy C is negotiating with international companies on markets and exports for the products produced, as well as identifying potential cooperation opportunities with existing companies in Ventspils.

"Ventspils Freeport Administration is currently developing a renewable energy cluster in Ventspils, and green hydrogen production is one of the very important cornerstones in this complex of activities," said Igors Udodovs, Deputy Governor of Ventspils Freeport Adminsitration.

The freeport representatives also noted that the project will be an important step in the development of a renewable energy cluster in the North Kurzeme region, which will open up opportunities for both research and the development of other business projects in the future, where the use of future energy will play an important role.

The freeport reminded that green hydrogen is produced using only renewable electricity and water. 

According to, PurpleGreen Energy C was registered in 2022 and has a share capital of EUR 2,800. PurpleGreen Energy C is wholly fully by PurpleGreen AS.

As reported, in 2022, Ventspils Freeport Administration joined the Latvian Hydrogen Alliance and together with more than 20 representatives of industry, science and ministries signed a Memorandum of Understanding to promote a strong and unified development of the hydrogen ecosystem and related technologies in Latvia.

Ventspils port handled a total of 14.746 million tons of cargo last year, 33.1 percent more than in 2021, including 10.5 million tons of cargo handled in the port in nine months.

Ventspils port is the second largest port in Latvia in terms of cargo handled.
