AI-powered platform 'ECLI.ai' for legal information analysis developed in Latvia

As the volume of court rulings and legal information continues to grow rapidly, not only legal professionals but also public institutions and businesses increasingly require smart solutions to efficiently process large amounts of data and make decisions based not only on statutory law, but also on case law and legal precedents.

To address this need, Latvian law firm iLaw, in collaboration with technology partners, has developed an AI-enabled intelligent database “ECLI.ai”, significantly improving access to court decisions and legal information analysis. It is anticipated that fast and systematic analysis of rulings will help reduce the risk of contradictory judgments and inconsistencies in legal interpretation, support the development of more coherent case law, and strengthen trust in the judicial system and public administration overall.

ECLI.ai is an intelligent database and semantic analytics tool built on the European Case Law Identifier (ECLI) system, providing structured access to court decisions and legal acts. The platform is designed for legal professionals, law students and academics, as well as businesses and organizations, serving as both an informational and analytical support tool.

“Unlike traditional databases, this solution allows users not only to quickly find specific court rulings, but also to navigate a broad network of interconnections between them. The platform continuously updates its database of legislation and case law, using algorithms that identify related documents, laws, similar cases, and interpretations for each ruling. This means users can go beyond finding a single decision and instead gain a comprehensive view of case law, which is essential for legal argumentation,” explains Ralfs Eduards Garančs, Head of ECLI.ai and co-author of the solution.

The developers emphasize that this is not an AI tool per se, but an intelligent database with integrated AI capabilities that semantically analyzes user queries and tasks. It combines multiple layers of data, including court rulings, administrative decisions, legislation, case law summaries, legal doctrine, and other relevant public information, enabling deeper and more systematic legal research than ever before.

The platform offers a wide range of functionalities that significantly streamline the daily work of legal professionals, including access to full anonymized rulings in one place, automatic citation generation, analysis of relationships between legal acts, tracking of case progress across court instances, and the ability to create a personal library of documents and excerpts. It also features intuitive search, eliminating the need for complex filters, as the system interprets user queries and applies relevant search criteria automatically.
