Venipak Survey: 85% of Estonian Online Shoppers Use Parcel Lockers

Parcel lockers remain by far the most popular delivery method among Estonian online shoppers, according to a new survey commissioned by Venipak.

The study shows that 85% of Estonian consumers who shop online use parcel lockers, making them the dominant delivery option in the market. 

Among parcel locker users, 46% collect parcels at least once every two to three months, while 21% do so once every three to four weeks. A smaller share use them even more frequently: 10% collect parcels every two weeks and 4% at least once a week. 

In contrast, other delivery options are used far less often. For example, 53% of respondents say they never receive parcels at their workplace, while 48% never use post offices for parcel deliveries. 

According to Andrius Ladauskas, CEO of Venipak, the results confirm that convenience remains the key factor shaping delivery choices.

“Parcel lockers have become the default delivery solution in Estonia because they combine flexibility and convenience. People value the ability to collect their parcels at any time that suits them, especially when the locker is located close to home or along their daily routes,” said Ladauskas.

The survey also identified the main reasons why consumers choose specific parcel lockers. The most important factor is convenient location, with 37% of respondents saying they prefer parcel lockers located on the way or close to home, work or school. 

Other important reasons include availability across many online stores (35%), habitual use (31%), and fast delivery (28%). 

“These results show that accessibility is the key driver in parcel delivery. The closer the parcel locker is to everyday routes, the more likely consumers are to use it,” Ladauskas added.

About the study

The survey was conducted between 15 January and 2 February 2026 using the Norstat online panel. A total of 505 respondents aged 18–60 from Tallinn, Tartu, Pärnu and Jõhvi participated in the representative quantitative online survey. The study tracks changes in Estonia’s online shopping and parcel delivery market by comparing results from 2022, 2023, 2024 and 2026.
