TALLINN - The Tallinn Special Care and Rehabilitation Services Center (TERK), headed by Helen Tähtvere, started operating on Thursday.

TERK brings together the Käo Support Center, Tallinn Support Center Juks, Tallinn Mental Health Center and the special care unit of the Tallinn Children's Home.

Helen Tähtvere holds a master's degree in public administration from Tallinn University and a bachelor's degree in international relations from Audentes University. She has a long-standing public sector background and industry experience, having worked in various positions at the Social Insurance Board since 2010. Among other things, she has been the head of the special care and rehabilitation department and, since 2023, the head of strategic planning, where the main focus is on managing the reorganization process of the institution.

To find a director for the center, the Tallinn welfare and health care department conducted a public competition, which received 40 applications. The selection committee moved on to the next round with six of the candidates.
