TALLINN – Tallinn has been recognized as the world’s top city for delivering digital public services in the UN's 2024 E-Government Survey, sharing the top spot with Madrid -- Estonia also remains a global leader in e-services.
On Sept. 17, the UN released its 2024 E-Government Survey, in which Tallinn rose to first place in the Local Online Services Index (LOSI), up from third place in 2022. The LOSI measures the extent, quality, and accessibility of digital services in cities, and both Tallinn and Madrid achieved 93 percent of the assessed criteria. Other cities in the top ten include Riyadh, Copenhagen, Dubai, New York, Istanbul, Berlin, Seoul, and Singapore.
Compared to 2022, when Tallinn ranked third in the survey, the 2024 assessment saw significant advancements. This year, the evaluation of cities' e-services was more comprehensive, expanding the assessment framework to 95 indicators and six different criteria, including e-government literacy and compliance with technological standards.
In the country rankings, Denmark, Estonia, and Singapore topped the list, excelling in the scope and quality of online services, telecommunication infrastructure, and human capacity.
The UN E-Government Survey is one of the most comprehensive assessments of e-government, covering 193 member states.
