Saeima to consider restrictions on face coverings in public places, proposed by National Alliance

RIGA - On Thursday, Saeima forwarded to the Human Rights and Public Affairs Committee a bill, drafted by the National Alliance, that proposes restrictions on face coverings in public places, which, in the National Alliance's opinion, will improve public safety in Latvia.

Restrictions on face coverings in public places would apply to items of clothing such as facemasks, scarves, and helmets, while also providing for exceptions.

As the National Alliance informed LETA, "public places" as defined in the bill would include public outdoor and indoor spaces, including state and municipal institutions, educational and healthcare facilities, stores, cultural venues, and public events.

Saeima member Edvins Snore (National Alliance) points out that in public spaces, a person's face is an essential element of communication and identification. There are situations in which it is important to be able to identify people in order to ensure public safety and order, he said.

The bill provides for exceptions, including cases where covering the face is necessary for performance of professional duties, during sports activities and competitions, at artistic events, national and public holidays and cultural events, as well as due to adverse weather conditions or health issues. More specific requirements and their application will be set out in regulations issued by the Cabinet of Ministers.

According to the National Alliance, similar restrictions are already in place in several European countries, including France, Belgium, Denmark, Austria, and others.
