Riga Airport Launches a New Development Phase of RIX Airport City

On 22 September, Riga Airport begins a new phase in the development of the RIX Airport City project by launching the qualification stage of an international competitive dialogue for the construction of a hotel and office building within the Airport territory.

As part of the first phase of the RIX Airport City project, a hotel and an office building are planned to be developed adjacent to the Airport by 2030. The objective of the competitive dialogue is to identify the most suitable and economically advantageous development solution for the hotel and office complex, aligned with the Airport’s interests. The project will create new amenities and opportunities for passengers and businesses while also contributing to the growth of the Airport’s non-aviation revenue streams.

The land available for development under the tender has been divided into two lots. A 1.2-hectare site is allocated for the construction and operation of a hotel and its associated infrastructure, while a 0.9-hectare site is designated for an office building and related infrastructure. The successful bidder will be granted building rights for a period not exceeding 50 years.

The tender will be organised in two stages. During the first stage, applicants meeting the qualification requirements will be selected and invited to submit their proposals. During the second stage, discussions will be held with selected candidates to address issues necessary for the development of the final hotel and office infrastructure concepts and the preparation of final proposals.

Sustainability and environmentally friendly solutions are among the key requirements of the tender. In accordance with the tender terms of reference, the development of the sites must follow the principles of sustainable planning, promoting reductions in CO₂ emissions and energy consumption, evaluating opportunities for the use of alternative energy sources, and implementing other measures that support environmental protection.

Following the competitive dialogue process, Riga Airport will select one or more developers that submit the most suitable and economically advantageous proposals in line with the requirements and guidelines set out in the tender documentation.

Applications for participation in the qualification stage should be submitted by 30 October.

RIX Airport City is among Riga Airport’s most significant long-term development projects.
