TALLINN - The fact that nearly 80 percent of Estonia's municipalities have decided to merge voluntarily shows that Estonians have understood the necessity and importance of the administrative reform, Prime Minister Juri Ratas said.
"The most important thing is to guarantee people's safe and good living environment, and it can be best achieved through strong local municipalities that are able to evolve," Ratas said, adding that municipalities that merge voluntarily will increase the well-being of their people.
