Ratas: Estonians have understood importance of administrative reform

TALLINN - The fact that nearly 80 percent of Estonia's municipalities have decided to merge voluntarily shows that Estonians have understood the necessity and importance of the administrative reform, Prime Minister Juri Ratas said.
