Here are five 15-1 hopefuls aiming to make a bold statement in the 2025 Preakness Stakes.

1. Pay Billy 

Pay Billy secured his spot in the Preakness Stakes by winning the Federico Tesio Stakes on April 19, 2025. His well-measured run allowed him to stalk the leaders before making a decisive move in the final stretch. His ability to run efficiently without wasting energy also gives him an advantage against horses that may struggle with endurance over the demanding distance.

However, his lack of experience against elite competition raises concerns about whether he can replicate that success against stronger opponents. If he can maintain his composure and adjust to the faster pace, Pay Billy could outshine his Preakness odds today and emerge as a legitimate contender in the final stretch. 

2. River Thames

River Thames delivered a composed effort in the Florida Derby on March 29, 2025.
