Postage Rates to Increase from 1 February

Under a regulation issued by the Minister of Regional Affairs and Agriculture, the prices for sending letters and parcels under the universal postal service will increase as of 1 February. The purpose of the change is to bring postal delivery prices closer to the actual cost of providing the service to ensure the long-term sustainability of postal services in Estonia. 

From February, the price of sending a domestic standard letter in Estonia will be 1.80 euros, an express letter 3.10 euros, and a registered letter 8.30 euros. Sending an international standard letter will cost 3.90 euros, and 8.80 euros when sent as a registered letter. The prices of maxiletters and UPT parcels will increase by approximately 8%, with the exact new price depending on the weight of the letter or parcel. The use of postal services has steadily declined over the past decade due to the digitalisation of information exchange, meaning that the delivery of each individual item has become increasingly costly. In the first nine months of 2025, the use of the universal service decreased by 16% compared to the previous year. Fewer than one letter per capita is sent annually. At the same time, the cost of providing the service has increased due to overall price inflation and wage growth. As a result, providing the universal service caused Omniva a loss of 1.9 million euros over the first nine months of this year. 

“Even after the price increase, the price paid by customers will remain lower than the cost of providing the service for Omniva. We are working with the state to find a long-term sustainable postal service model for Estonia. We are also actively seeking solutions to reduce costs and increase efficiency – from optimising the postal network to implementing new technological solutions that help deliver letters more efficiently even in a low-volume environment,” said Martti Kuldma, Chairman of the Management Board of Omniva. 

The universal postal service is a state-regulated postal service that must be available to everyone across Estonia at an affordable price. The prices of the universal postal service are set by the Minister of Regional Affairs and Agriculture based on a proposal from the Competition Authority. The provider of the universal postal service is selected for a five-year term through a public tender organised by the Competition Authority. Currently, the universal service provider is AS Eesti Post (Omniva), with the contract in force until 2029. 

The price increase mandated by the minister’s regulation applies only to Omniva’s universal postal services in Estonia. The prices of Omniva’s commercial services, including parcel locker and courier services, will not increase as a result of this change.
