Negotiations between the Lithuanian government and the American oil company Williams International are finally getting somewhere. The two signed a letter of intent July 29 and are close to striking a deal in which Williams can acquire its coveted 33 percent of shares in Lithuania's oil sector - Naftotiekis (pipe-line), Mazeikiu Nafta (the only oil refinery in the Baltics) and Butinge (oil import-export terminal).
