Latvia’s permission needed to try war crimes suspect

VILNIUS - On Feb. 9, the Court of Appeals of Lithuania debated whether to try crimes by a 43-year-old Latvian citizen Konstantins Mihailovs (in 1991, his surname was Nikulin) for war crimes. Mihailovs pled not guilty, which will force prosecutors to appeal to Latvia for permission to try Mihailovs for war crimes in Lithuania.On May 11, 2011, a Vilnius court sentenced Mihailovs to life imprisonment and a fine of 2.3 million litas (666,000 euros) for murder.
