Development: Learning from previous mistakes?

There is a saying that one must learn from his or her own mistakes. Some months ago, President Barack Obama announced that the USA will create a development bank similar to the Brazilian National Bank of Social and Economic Development, to finance energy, sanitation, and transport infra-structure projects.
