TALLINN - The European Commission against Racism and Intolerance (ECRI), an arm of the Council of Europe, has lambasted Estonia for the large number of non-citizens in the country.

The ECRI said there were far too many stateless people in the country - not a new complaint in the Baltic States, but one that is still a hot topic issue among EU observers.

A total of 8 percent of the Estonian population is stateless. A large number of the demographic also struggles with unemployment.
