TALLINN - The Estonian construction market witnessed skyrocketing growth during the years of economic boom. Banks generously poured money into the industry, new residential and industrial areas were built, new skyscrapers decorated Tallinn’s silhouette viewed from the sea, and a seeming infinity of modern office space was made available daily. This caused much of the workforce from other sectors of the economy to move to construction, attracted by rising salaries and growing demand for such labor.
