TALLINN - The EU has again asked Estonia to draw up a new cap for CO2 emissions as part of the new cap-and-trade system.

The issue of CO2 emissions in the country has been a long and controversial one, this being the second time the EU has asked Estonia - along with Poland - to slash emissions. The two countries saw a victory in court in September over a previous EU demand that they alter their caps.
