TALLINN - A recent report issued by Ernst & Young auditing company has blasted Estonian regional governments' work and pointed to numerous areas of economic waste.

The auditing company found that county governments performed functions that had not been laid on them by law. "One of the biggest of them is organisastion of county-wide representative and congratulatory functions," the report said.

The auditors counted 41 officials in five counties spending just as much time on handing out flowers and bonuses as was spent by the same authorities on dealing with zoning activities.

The auditors said that counties have a huge number of tasks that they should handle and it took two times longer than expected to review their work.
