Schengen embassies misinformed about visa laws

I am German/Belgian, living in Ireland with my Lebanese wife. In this setup it seems like my wife would need a visa to visit Estonia or indeed anywhere inside the Schengen-area.However, there is a little known law (Directive 2004/38/EC) which allows my wife to travel throughout all of the European Union without a visa, as she is the family-member of an EU-citizen.In this regard I contacted all EU-embassies in Dublin, including that of Estonia, and the replies are shockingly different throughout Schengen.Schengen-countries treat Visa-applications totally different, even if the condit...
