RIGA - It seems like the chain pub has well and truly arrived in Latvia as the people behind Stella Pub open their third establishment in Riga. The irony, perhaps, is that 'Stella 3' on Grecinieku iela in Riga's old town is packing in the punters as next door one of the Latvian capital's most popular drinking holes of yesteryear closes down, seemingly forever.
