RIGA -  Andrejsala, a large area northwest of Riga's Old Town, has been through some turbulent times since the collapse of the U.S.S.R. As the neighborhood's old factories, power plants and harbors started to shut down, the vacancy rate there skyrocketed. Eventually, with so much free space and a location right next to the Art Nouveau part of town, the area became a magnet for members of the artist community.
