The Latvian government on Oct. 31 passed an amendment calling to begin issuing personal ID cards in 2008, a year after current regulations had initially set the date to issue cards.
The ID card plan is being carried out under European Union guidelines
Issuing ID cards would require at least two years and funding from the state budget.
