TALLINN - Estonia's outgoing president Arnold Ruutel will hand over power to Toomas Hendrik Ilves during an inauguration ceremony on Oct. 9.
Ilves, the 52-year old former foreign minister and European Parliamentarian, will become the youngest president in the European Union when sworn into office.
He claimed victory over Ruutel, 78, during an Electoral College vote on Sept. 23.
