TALLINN 's The central electoral commission has considered prohibiting members of the Electoral College, which gathers on Sept. 23 to elect the next head of state, from carrying mobile phones to ensure vote secrecy.
"I cannot rule out the possibility that, for security considerations, mobile phones must be taken away from members of the electoral college," Heiki Sibul, head of the central electoral commission, told the weekly Eesti Ekspress.
According to Sibul, many mobile phones are equipped with cameras with which electors could, in the privacy of their booth, take a picture of their ballot and later present this as evidence that they voted for a particular candidate.
