Estonian Defense Minister Jurgen Ligi slammed President Arnold Ruutel and the defense forces for not co-operating well in two op-ed pieces that ran in separate papers on July 11.

Ligi faulted Ruutel for criticizing civilian leaders of the defense forces, as well as for singling out Vice Admiral Tarmo Kouts for praise, in a Victory Day speech in June.
"No one benefits from finger-pointing at civilian power if it's unfair and if its source is embarrassingly recognizable," Ligi wrote in the Postimees. "Especially against the background of immoderate praise at the address of the other side."
