TALLINN - Campaigning for upcoming local elections began with an unexpected salvo from one major party: Vote for us and you are voting for your next president as well. The campaign, kicked off with a flurry of bright orange posters with the slogan "Tarand for President - vote Moderates," had quite a few Tallinners scratching their heads. Voters will go to the polls on Oct. 17 to vote for representatives to local councils, while the president will be elected by the Parliament in 2001.
