TALLINN 's The launch of ferry service between Sillamae, in northeastern Estonia, and Kotka, Finland, was delayed due to ice in the latter port. Regular ferry service was scheduled to begin March 2. Estonian officials are hoping that the new route will draw Finnish shoppers and tourists to areas of the country outside of Tallinn, the usual destination.
